FSP Engineers, PLLC

FSP, which stands for Facilities-Screening-Passage, was founded to deliver specialized consulting services tailored to fisheries. Our mission is to enhance, protect, and sustain fisheries resources through advanced engineering and scientific methods. With over three decades of experience, we have led projects involving research, planning, design, and construction of fish facilities that support all life stages.

We emphasize a collaborative approach with our clients to develop technical fisheries solutions that align with their unique goals. Our experience spans the Pacific Northwest, California, Alaska, and Canada, where we have contributed to a variety of fish facility, screening, and passage projects, bringing extensive knowledge of fisheries technology and science.

Our Team

Our team has over 80 years of collective experience in fisheries facility, passage, and screening designs. Our team, made up of key fish facility design experts, builds on years of experience working together on past projects to deliver complete and awardable design packages.

Jason Hill

Jason Hill, PE & P.Eng.
Project Manager & Civil Engineering

Jason has over 26 years of experience, providing consulting services in fish facility design, civil/structural design, facility assessments, master planning and feasibility assessments, construction management, and project management.  Client consulting experience ranges from Public Utility Districts, State Wildlife Agencies, Federal Agencies, and Tribes/ First Nations. Jason is a licensed professional engineer with extensive experience in fish hatchery and fish facility planning, design, and construction. He has led and participated in fish facility site selection, feasibility studies, groundwater development, master planning, facility assessments, useful life analysis, bio- programming, design, cost estimating, permitting, and construction of fish hatcheries and fish facilities. He has worked on fish facilities throughout the United States and Canada with a primary focus on the Pacific Northwest, British Columbia, and Alaska.

Eric Orton

Eric Orton, PE & P.Eng.
Project Manager & Mechanical Engineer

Eric is a project manager and mechanical engineer with more than 20 years of experience, and who has been an essential member of design teams as well as the project manager on fish hatchery facilities, screening projects, passage projects, and protection design projects. He has experience in the design of piping and pump systems, RAS and PRAS technologies, hydrologic analysis, and the design of fish-handling and mechanical processes related to fisheries facilities. Eric has been involved in laying out facilities, improving equipment reliability and process optimization, along with improving site safety. He has experience in pneumatic, hydraulic, vacuum, and fluid transfer systems. Eric is highly knowledgeable in managing multifaceted project teams and working closely with contractors.

Larry Pauls

Larry Pauls, PE & P.Eng.
Senior Mech/Civil Engineer

Larry is both a mechanical and civil engineer who has focused his expertise on the arena of fisheries resource facilities. He has considerable experience in the analysis of river hydraulics, piping design, pump selection and specification, hydrologic analysis, and design of fish-handling and mechanical process-related facilities. As a mechanical engineer, Larry contributes knowledge and experience in compressed-air, cooling water, and fluid transfer systems. He is responsible for the design and analysis of major mechanical systems, including pump stations and low- and high-pressure air systems.

Andy Blake

Andy Blake
Senior Hatchery Designer/CADD Lead

Andy serves as a senior engineering technician and CADD manager. With 41 years of experience, Andy contributes his knowledge and expertise in the production of detailed design and construction drawings. He has extensive experience in all disciplines including civil, structural, piping, architectural, and mechanical drafting. He is knowledgeable with various computer drafting programs such as MicroStation, AutoCAD, VersaCAD, and InterGraph. Andy has developed fish hatchery site plans as well as fish passage, fish screening, and building designs for federal, state, tribal, and local municipal clients. He also manages work flow, drafting production needs, and verifying projects are completed to proper CADD standards.
